In this three days seminar, in addition to participants of the seminar, members of the Government, members of the Supreme Court and some ambassadors attended.
The work of the seminar was carried out in three working sessions. The discussion took place in different legal and judiciary issues; and at the end participants of the seminar declared this resolution unanimously.
.
Judicial affairs will be carried out in Afghanistan based on the commands of Islamic Law and Hanafi religious jurisprudence, and currently effective laws.
Judiciary is an independent power in Afghanistan like other countries of the world.
All Judges of Afghanistan should be appointed through the Supreme Court, verdicts of those judges who are not approved (approval of appointment) by the Supreme Court and center are not valid.
Executive power i.e. ministries, governors. sub-governors, and commanders of Armed forces are responsible for the implementation of decisions of courts all over the country.
Judge enjoys full protection during performance of his work, and any insult against him is considered as crime.
. Security organs of the country are obliged to take special measures to protect the judges and their prestige and provide safe guard of courts' property and revenues.
Afghanistan Islamic Transitional Administration has been approved by the Emergency Loya Jirga as a legitimate Government of Afghanistan, so any rebellion against the Government is considered disobedience and crime, they are prosecuted according to commands of Islamic Law, at the same way any propaganda against this Government is unauthorized.
Participants of the seminar Lind Judges of Supreme Court and other courts in the country once again announced their support for the Transitional Islamic Administration of Afghanistan and the consider themselves obliged to enforce decrees and commands of the Government.

4 - U.S.A. : Child Prostitution Trend Grows Right Here
at Home
Dec. 13 - When the man who would become Jill Leighton's pimp first
approached her, she was scavenging for food in a Cincinnati shopping mall.
Homeless, alone and only 14, Leighton says she needed what the man offered.
"He gave me a spiel about how smart and beautiful I was, and presented me
with an 'opportunity,'" she said. When Leighton asked the man if he was talking
about prostitution or porn, he told her not to ask stupid questions..
Kicked out of her mother's house just six weeks before, the ninth-grader didn't
see a better path. She stopped asking questions and got in a car to Los Angeles
- to begin her four-year nightmare of beatings and forced sex with men she
didn't know for money she didn't get to keep.
Leighton's nightmare is shared by an increasing number of American youths,
especially runaways and the homeless, according to city officials and activists.
While many Americans believe the child sex trade only thrives in faraway places
like Thailand, children right next door are being sold for sex - and neighbors
right next door are buying. (...)

The European Employment Strategy will be presented in January 2003.
According to our information, the future Employment Strategy
will be based on the strategic objectives set at the Lisbon European Council:
raising employment and participation rates, promoting quality at work, and
creating a labour market more inclusive for all.
Action is needed to ensure a stronger commitment to gender equality in the
future European Employment Strategy, including the guidelines for National
Action Plans. The EWL position paper stresses that a gender equality focus
in the EES remains essential in order to achieve the targets and goals agreed
at Lisbon, and outlines the most important elements to achieve this.
At this stage, we have sent the position paper to policy-makers having a major
role in drafting the new EES including: the European Commission; members of
the Women's Rights Committee and the employment and Social Affairs Committee
of the European Parliament; the Danish Presidency; members of the European
Commission Advisory Committee and members of the Permanent representations
of each Members States here in Brussels.
The next crucial time for lobbing at national level will be once the Commission
comes up with the proposal defining the new framework for the European Employment
Strategy in mid January 2003 until its adoption in the Spring Summit (march
2003). After that the Commission will present the concrete proposal of Employment
Guidelines for 2003 in April 2003 and it will be adopted by the Member States
on June 2003.
I enclose a timeframe table where you can see all the different phases on
drafting the new proposal and the timeframe of its adoption.
The position paper is also available on EWL's website: www.womenlobby.org -
I remain at your disposal should you require any further information.

| * U.S. Delegation Tries Rewriting 1994 Cairo Pact |
| |
| (WOMENSENEWS)--A U.S. government official told the United Nations that the United States "supports the sanctity of life from conception to natural death," according to a New York Times article. The head of the United States delegation to the United Nations made the remark at the seven-day Fifth Asian and Pacific Population Conference in Bangkok. Nations attending the conference were discussing how to implement the 1994 Cairo agreement on family planning, which calls for improved health care, education and women's rights in developing nations. The U.S. approved the agreement in 1994 after days of negotiations over its failure to include anti-abortion language sought by the Vatican, conservative Latin American and Islamic nations. The current U.S. delegation now has made repeated attempts to insert anti-abortion provisions into the agreement, arguing that the phrases "reproductive health services" and "reproductive rights" should be deleted because they promote abortion. The United States also pressed to remove references to adolescent reproductive rights, arguing that the references promoted sexual activity among teenagers. Administration officials also suggested adding language promoting "natural" family planning methods, such as abstinence. The American delegation's attempts to make these changes were rejected by votes of 31 to 1 and 32 to 1. Also voted down was a U.S. attempt to add a "general reservation" denouncing abortion to the conference's final plan for action. The Cairo agreement already contains language stating, "In no case should abortion be promoted as a method of family planning," according to The New York Times. "Some participants at the conference sought to force the U.S. to agree to language supporting abortion. We are disappointed that so much attention at the conference was focused on this language rather than on improving the lives of people in the region," the U.S. State Department wrote in a statement. However, Asian and European officials stated that the U.S. delegation was responsible for keeping the discussion focused on abortion. From : Gerry Puelle * Peru : PanAmerican
